I have arrived at the conclusion that Crime! Dunlop may have been justified in his hesitation to admit the accuracy of Mr. Hyland's account, the charge having strictly been made before Colonel Dunlop's predecessor had left the Colony.
However, I see no reason to doubt the correctness of Mr. Hyland's demand.
This demand, supported by evidence, necessarily guided the Magistrate, whose decision I am unwilling to disturb, and the more so, as the amount involved is trifling, and the matter is entirely between Departments of the Public Service.
